This paper focuses on the latter by examining the total cost of ownership (TCO) of heavy-duty new energy vehicles (HD-NEV). We find that—with the right policies—HD-NEVs provide substantial TCO benefits compared to diesel trucks. To reap these economic benefits, it is important to implement policies that ensure a robust supply of HD-NEVs.
The recently released Energy-saving and New Energy Vehicle Technology Roadmap 2.0, prepared by the Society of Automotive Engineering (SAE) China, proposes targets of 12% of annual sales by 2025, 17% by 2030, and 20% by 2035 for new commercial heavy-duty NEVs (SAE-China, 2021).
The cost for this NRE phase for commercial vehicle battery packs is typically in the range of $150,000 to $500,000.
While battery cost is a dominant factor on these questions, other key enablers (or hurdles) include commercial EV charging infrastructure, domestic battery production capacity for the truck market, EV range, grid stability, and others. Research on the techno-economic cell selection for battery-electric long-haul trucks is noteworthy (Teichert et al., 2023). The study suggests that for BETs to reach cost-parity with diesel trucks, they require fast-chargeable lithium-ion cells with high energy density and cycle life at a low specific cost ($/kWh).
Maintenance values for BETs and FCTs were estimated using results from a recent UC Davis study on heavy-duty maintenance costs (Wang, Miller, & Fulton, 2022). Battery-electric trucks are assumed to have a slight reduction in maintenance costs compared to diesel trucks in 2020 and by 2035 be 30 % lower.
